Progressive jackpot slots: how the pool grows, who can win it and how it is paid in Kenya

A progressive jackpot slot sends a share of each qualifying stake into a prize pool that grows until one spin wins it. The pool can belong to one game or be linked across many. In Kenya, a jackpot above KES 50,000,001 must be paid within thirty working days after verification, and withdrawals carry 5% withholding tax.

What makes a slot jackpot progressive?

A progressive jackpot is a top prize that grows while people play. Part of every qualifying stake goes into a prize pool, and the pool keeps rising until one spin wins it. What happens after a win, including the amount the pool restarts from, is set out in the game's rules.

Kenyan law names both kinds of top prize. Section 2 of the Gambling Control Act, 2025 defines a jackpot as the highest prize from a combination displayed or advertised in a game of chance, payable either from a fixed prize schedule or from a special prize pool that accumulates as contributions are made. The second branch of that definition is the progressive kind.

The jackpot sits inside the game's maths, alongside the smaller wins. To see how a game's long-run return is expressed, read what RTP means for a slot, then check the game information to see whether the stated RTP includes the share that feeds the pool.

Where does the money in the pool come from?

The pool is funded from stakes. Each qualifying spin sends a small share of the stake to the pool, and the rest stays with the base game. The share, and which stakes qualify, are written in the game rules.

Those rules must be open to you. Section 72(6) of the Act requires a licensee to make all the rules of its authorised games available to players. Regulation 45(1) of the Gambling Control (Conduct of Gambling Operations) Regulations, 2026 (L.N. 112) requires game rules to be clearly displayed before any wager is placed.

Kenya also controls the money behind a jackpot. Under regulation 80 of L.N. 112, a licensee that wants to offer one needs written authorisation from the Authority on Form 2, a fixed deposit account equal to the jackpot amount on offer and separate from its operational account, and terms and conditions approved by the Authority. The account must be with a bank licensed by the Central Bank of Kenya, and for a progressive jackpot the evidence goes to the Authority every week (regulation 80(2)).

Illustrative example: Suppose a pool stands at KES 1,000,000 and the rules send 1% of each stake to it. If players stake KES 20,000,000 in total before anyone wins, the pool gains KES 200,000 and shows KES 1,200,000. The 1% share is invented for the arithmetic, because each game sets its own.

Standalone and networked pools

A standalone progressive is fed by one game. A networked, or linked, progressive is fed by many games, and sometimes by players at many operators, so the pool can grow much faster. The section 2 definition of gambling equipment in the Act names linked jackpot equipment, so the system that joins games to one pool counts as gambling equipment.

Game providers describe their own networks. Red Tiger, a brand presented on Evolution's website, says its Daily Drop Jackpots Network distributes hourly and daily jackpots across participating games and gives operators access to network-wide prize pools.

Can anyone know the odds of hitting the jackpot?

Not from anything Kenyan law requires operators to show. The chance of the winning combination is set by the game's maths and decided by its random number generator. Neither regulation 45 nor regulation 80 of L.N. 112 requires an operator to publish the odds of a jackpot.

What the regulations do require is testing and disclosure to the regulator. Regulation 45(2) says the random number generator used for all games of chance must be certified by the Authority or its approved agent, which tests randomness and the theoretical return to player. Regulation 45(4) says each game's theoretical return to player percentage must be disclosed to the Authority, which is not the same as showing it to players.

For a jackpot triggered by a random combination, a big pool is not a sign that a win is close. Every spin is decided on its own, as explained in why a jackpot is never due. Timed jackpots work differently, and their terms explain the trigger.

Kenya adds one backstop. Under regulation 80(3), a jackpot not won for more than twenty-four months shall be cascaded to lower combinations until it is won. The regulation does not describe how that cascade is built into a slot.

How is a large jackpot paid and checked in Kenya?

Section 70(1) of the Act requires a licensee to credit a monetary online prize to the player's account within two days. Section 70(6) requires proof of age of majority before a prize is remitted. Gambling is for adults of the age of majority, which in Kenya is eighteen, and regulation 92 of L.N. 112 treats persons under eighteen as minors.

The Third Schedule to L.N. 112 then sets payment tiers by prize size, with more checks as the amount rises. Regulation 80(4) applies this schedule to jackpot payments.

TierPrize amountHow it is paidChecksTime limit
Small-tierUp to KES 500,000Automatically to the registered mobile money wallet or online gambling accountBasic identity verificationImmediately

Jackpot prizesExceeding KES 50,000,001Secure payment arrangements; structured payout options may be providedVerification, with financial counselling offered to the winnerWithin thirty working days after verification

Two more rules protect the winner. Under regulation 101, a licensee that fails to pay winnings within fourteen days is liable to a penalty of 5% of the winnings payable to the Authority, and must pay the player interest of 5% per day for the next twenty-one days until payment in full. Regulation 87 requires licensees to keep winners' identities confidential unless the winner consents in writing, a written law requires disclosure or a court orders it.

Test labs write standards for jackpot systems as well. GLI lists a technical standard titled GLI-12 Progressive Jackpots next to GLI-19 for interactive gaming systems. What a lab certificate does and does not attest is set out in slot certification and test lab certificates.

Is a big slot jackpot taxed in Kenya?

A slot jackpot falls under the Income Tax Act's term withdrawals rather than winnings. Section 2(1) defines withdrawals as money or money's worth that a Gambling Control Act licensee pays or disburses to a player's account. Winnings, by contrast, means a pay-out from a lottery or prize competition.

The rate on withdrawals made by punters is 5% for residents and non-residents (Third Schedule, Head B, paragraphs 5(i) and 3(i)), deducted by the payer under section 35. The 20% rate in paragraph 5(r) is for winnings, which the Act limits to lottery and prize-competition pay-outs.

Illustrative example: On a KES 60,000,000 jackpot paid out in full, 5% withholding comes to KES 3,000,000, leaving KES 57,000,000. Money you deposit is a separate charge: excise duty of 5% applies to the amount deposited for gambling purposes under paragraph 4B of the First Schedule to the Excise Duty Act, as reworded by section 36 of the Finance Act, 2026.

The withdrawals item in the Third Schedule does not call itself a final tax, so this guide describes the deduction only. The full rules and the rate history are in tax on casino and slot winnings in Kenya.

What this guide does not cover

This guide is about jackpots inside slot games. Lottery jackpots and multi-match betting jackpots follow other rules, including the 20% rate on lottery and prize-competition winnings. It does not rank jackpot games or suggest which ones to play.

A rising pool can make a game feel more urgent than it is. Regulation 84 of L.N. 112 requires operators to offer deposit limits, reality checks and self-exclusion of at least twenty-four hours, and the help and limits page explains how to use them.

Questions and answers

Does a bigger progressive jackpot mean it is about to pay out?

No, not for a jackpot triggered by a random combination. Each spin is decided by the game's random number generator on its own, so the size of the pool does not change the chance of the next spin. Timed jackpots that drop by a set hour follow their own terms. In Kenya, a jackpot not won for more than 24 months is cascaded to lower combinations under regulation 80(3) of L.N. 112.

How long does an operator in Kenya have to pay a jackpot above KES 50 million?

The Third Schedule to L.N. 112 classes prizes exceeding KES 50,000,001 as jackpot prizes. Payment must be completed within thirty working days after verification, the winner must be offered financial counselling, and structured payout options may be provided. If winnings are not paid within fourteen days, regulation 101 adds a 5% penalty payable to the Authority and interest to the player.

Is a slot jackpot taxed as winnings or as a withdrawal in Kenya?

As a withdrawal. The Income Tax Act defines withdrawals as money paid or disbursed to a player's account by a Gambling Control Act licensee, and the Third Schedule, Head B, paragraph 5(i) sets 5% for withdrawals made by punters. The 20% rate applies to winnings, which the Act limits to pay-outs from a lottery or prize competition.

Can a casino publish my name if I win a jackpot?

Not without your consent. Regulation 87 of L.N. 112 requires licensees to protect the confidentiality of all winners. A licensee may disclose a winner's identity or personal information only with the winner's written consent, where a written law requires it, or under a court order. Advertising and publicity must not expose winners without their consent.

Where can I see how much of my stake goes into the jackpot pool?

In the game rules. Section 72(6) of the Gambling Control Act, 2025 requires a licensee to make the rules of its authorised games available to players, and regulation 45(1) of L.N. 112 requires them to be displayed before you place a wager. If the contribution share is not stated, the operator's customer care centre in Kenya can be asked.
